This watch is an Elgin 823 which were produced around 1960. Elgin did start as a US watch company and could claim to have the largest watch manufacturing facility in the world, but by this time their volumes were down significantly and this particular movement was produced in Switzerland.
This is a hand wound movement with seventeen jewels. The balance has shock protection and cap jewels are used on the fourth and escape wheels.
The hour and minute hands are vintage. They were stripped, cleaned, painted and new luminous paint was applied. The second hand is new.

After charging in light, the hands glow with a green tint in the dark.
The ST logo is for Standard. These movements are also found with the A Schild logo. Both Standard and AS used the caliber 1686 for this movement.
The "YXY" marking on the bridge cock is the US import code for Elgin.
